Practice Focus

Professional Experience

Barrons State Tax Consulting, PLLC - In January of 2006 David formed this practice to deliver state tax consulting services to the middle market, predominantly in the area of state income, franchise and transaction based taxes. The practice is multistate oriented and not limited to Michigan. The practice will also concentrate on inbound cross boarder issues as they relate to state taxes, based on David's significant experience in this area. David has represented clients' interests in all fifty states and the District of Columbia on various state and local tax matters.

BDO Seidman, LLP - David was formerly a tax partner with BDO Seidman, LLP from November 1998 through December 2005. David's roles included National Group Leader of the Multistate Tax Group from July 2001 through December 2004; Multistate Tax Group Central Region Practice leader throughout 2005; and the partner in charge of the Grand Rapids Multistate Tax Group from 1998 through 2005. From 2000 to 2005 David oversaw and led the state tax technical training for both the Multistate Tax Group and the firm's general tax practice.

The Grand Rapids practice was focused on delivering State and Local tax services to the middle market in the areas of income, franchise, transaction and property taxes. The industry focus included manufacturing (including technology), transportation, telecom and other service industry segments.

In addition, David developed significant working relationships with Canadian companies seeking to establish a presence in the U.S. and was a frequent speaker in Canada on the state tax issues facing foreign businesses looking to enter the U.S. market.

In 2002 David lead the firm in the development and pursuit of telecommunications excise tax refunds from the Internal Revenue Service regarding the incorrect taxation of long distance and other telephonic services. In 2006 the Internal Revenue Service, after losses in multiple circuits, repealed most portions of the tax.

KPMG, LLP - David started with KPMG in their general tax practice in 1990 and moved to their SALT practice in 1992 until his relocation to Michigan in 1998. As a Senior Manager in the SALT practice in Portland, Oregon his primary industry focus included technology, transportation and forest products serving several Fortune 500 companies. A significant portion of his work included restructuring and state tax controversy.

From 1996 through 1998 he served as KPMG's national tax specialist for the state of Oregon. In addition, David was one of five individuals responsible for revising the 'State Tax Guide for the Motor Carrier Industry' published by the American Trucking Association (ATA) National Accounting and Finance Council in 1998.
