Experience & Planning Philosophy

Chip has 20 years of experience as a state & local tax specialist in income, franchise, gross receipts, sales & use and other state taxes and became a partner with large accounting firms in 1997. After receiving a LL.M. in Taxation from NYU School of Law in 1987, Chip spent his first 6 years with Touche Ross and Deloitte & Touche in New York City, initially focusing on the areas of Subchapter 'C', partnership, and state & local taxation.

By 1988, Chip was one of a small group of professionals dedicated to building a national state & local tax practice at Touche Ross which combined forces with Deloitte, Haskins & Sells in 1989. Returning to his native Southeast in 1993, Chip joined Arthur Andersen's state tax group in Atlanta where he served clients in the Atlanta and Memphis markets for the next 4 years. Then, in 1997, Chip became a member of Andersen?s national State Tax Analysis & Reduction (STAR) team and focused on large planning projects for companies domiciled in states such as Massachusetts, Pennsylvania, Ohio, Maryland, Florida, and California. In May of 2002, Chip rejoined Deloitte & Touche's multistate tax practice in Atlanta where he served companies that are headquartered or doing business in southeastern states.

In May, 2004, Chip resigned from Deloitte to create an alternative business model for state tax consulting, the hallmarks of which are:

      - No Sarbanes restrictions; and

      - Experienced specialists doing the work

The primary services provided by his limited liability company, J.S. Peters Consulting, LLC, include evaluation of current posture; refunds analysis & claims; prospective planning & implementation; statutory credits; state audit management & defense; FIN 48 analysis; voluntary disclosure agreements; acquisition & disposition planning and due diligence; review of returns during the compliance process; training presentations; and coordination of other state tax services providers. J.S. Peters Consulting, LLC is a member of the Independent SALT Alliance (ISA) which is a national, non-profit association of independent state tax specialists & related disciplines. Chip is currently serving the ISA as President and member of its board of directors.

Chip has served companies in a variety of industries including manufacturing & products, services, franchising, utilities, and transportation. Based on his experience, he believes that the highest quality state tax planning solutions are tailored to a company's specific business facts and plans and are complimentary thereto. It is Chip's observation that customized solutions, which have substance, generally deliver a superior and longer-lasting combination of savings and risk management.
