Jim graduated from San Francisco State College with a degree in accounting after completing his active duty in the Navy. He passed the CPA exam in 1973. Jim has 32 years with the California State Board of Equalization where his experience included audits in the manufacturing, hospitality, airline, motion picture, leasing, publishing, and entertainment industries. In addition to serving as a trainer and speaker, he served five years as San Francisco's District Principal Auditor, almost two years as the San Francisco District Administrator, three years as the Board's Chief of Field Operations, a year and a half as the Deputy Director, Property Taxes Department, two and a half years as the Deputy Director, Sales and Use Tax Department, and over three years as the Executive Director.

Jim's experience and depth of knowledge on the policies and procedures within the Board of Equalization is unparalleled. Jim brings a unique perspective to the inner workings of the Board over the past 32 years and maintains excellent relationships with Board members and staff.

Jim currently serves on the Los Rios Foundation Board; the Foundation provides financial support for Sacramento area community colleges.
